ITEM NO. 1 -- APPROVAL OF MINUTES

Commissioner Pratt requested that the spelling of the name of Frank DeMattia be checked. Moved by Commissioner Davis, supported by Commissioner Arnold, to approve the minutes of the Regular Meeting of July 21, 2004, as corrected.

    2.  Special Meeting – August 4, 2004

Moved by Commissioner Davis, supported by Commissioner Pratt, to approve the minutes of the Special Meeting of August 4, 2004, as presented.

    3.  Work Session – August 4, 2004

Moved by Commissioner Davis, supported by Commissioner Pratt, to approve the minutes of the Work Session of August 4, 2004, as presented.

    4.  Work Session – August 11, 2004

Moved by Commissioner Davis, supported by Commissioner Pratt, to approve the minutes of the Work Session of August 11, 2004, as presented.

Ayes all, except Commissioner Hasluck who abstained because he was not present at the meeting.

Community Development Director Barney explained the revision of the application now includes three additional acres since prior approval of the PUD.

Amy Neary read the report of McKenna Associates, the report of Dietrich Bailey was read by Stephanie Harbour, and the Fire Department report was received.

John Thomas, representing applicant Joe Patti, and Architect Michael Rein addressed the Commission, presented plans and answered questions.

Chairman Cebulski opened the Public Hearing at 8:03 p.m. There being no public comment, the hearing was closed at 8:04 p.m.

Moved by Commissioner Davis, supported by Commissioner Arnold, to recommend to the Board of Trustees approval of the revised Planned Unit Development Option for Application 1836/0304, Joe Patti, subject to the recommendations in the report of McKenna Associates with recommendation No. 2 reading “After review of the general development plan, the perimeter setbacks may be modified as addressed above, or as directed by the Planning Commission.” In recommendation No. 7, 18 months should be changed to 12 months. Also, subject to the approval of the Fire Department and Dietrich Bailey Associates. Also add recommendation No. 8 which states that the number of units is not specified with this recommendation.

David Schaff, Architect, and Rick Hodges, General Manager of Victory Honda, addressed the Board, presented plans, and answered questions.

Moved by Commissioner Davis, supported by Commissioner Sturdy, to grant tentative site plan approval for Application 1846/0704, Victory Honda addition.

AYES: Davis, Sturdy, Arnold, Barberena, Cebulski, Hasluck, Litwin.

NAYS: Pratt, Mueller.

Motion carried.

ITEM NO. 7 -- ANN ARBOR ROAD SIGN REQUESTS

Amy Neary reviewed the report of McKenna Associates.

Joe Galges of Site Enhancement Services addressed the Commission, presented plans, and answered questions.

Moved by Commissioner Pratt, supported by Commissioner Sturdy, to deny the request for approval of the Red Roof Inn sign requested in Application 1844/0704 for the reasons listed in the report of McKenna Associates that:

1. The proposed sign exceeds the maximum height and area requirements of the District

2. The proposed sign is a pole sign and is prohibited in the District.

ITEM NO. 8 -- OTHER PLANNING COMMISSION BUSINESS

    1.  Approve 2005 Meeting Dates

Moved by Commissioner Davis, supported by Commissioner Barberena, to approve the following Planning Commission meeting dates for 2005:

January 19, February 16, March 16, April 20
May 18, June 15, July 20, August 17
September 21, October 19, November 16, December 14

ITEM NO. 9 -- COMMUNICATIONS &/OR INFORMATION

    1.  Proposed Text Amendment 001

Mrs. Barney indicated the Board of Trustees returned portions of the amendment to the Planning Commission for clarification of wording. Amy Neary of McKenna Associates is now working on the revisions.
