Downtown Development Authority Board Minutes
November 13, 2006
Chairman Reaume called the meeting to order at 4:10 p.m.

3. Approval of minutes for the October 9, 2006 meeting
Moved by Mr. Cook, supported by Mr. Booth, to approve the minutes of the Regular Meeting of October 9, 2006, as presented.
4. Old Business
A. Update on Landscape Maintenance
Mr. Fellrath reported that Denny’s Landscaping completed fall clean-up and
winterization of the irrigation system the week of October 29. Infected
black-eyed Susan plants were cut and collected and the plants will be sprayed in
the spring. Denny’s Landscaping is scheduled to return once more next week to
collect some debris and trash. Then they’re done for this year.
Mr. Fellrath informed members that an informational booklet is being compiled
regarding the plantings along the corridor. It will include information on each
plant type with spring and winter maintenance recommendations and practices.
Research is also being done on various plantings and whether they can be
transplanted in the spring if planted in non-optimal areas, or whether trimming
can be done. The objective of this document will be to permit a full evaluation
of the existing plant materials to determine if said material is appropriate for
the area it is located in and if not, what actions would be available.
B. Update on Street Light Maintenance (Bid Award and K-Mart
Light Poles)
Mr. Fellrath noted the Board of Trustees approved the DDA contract award to
Motor City Electric at their meeting of October 24.
Motor City Electric completed painting the four large light poles at the two
K-Mart entrances on Ann Arbor Road.
5. New Business
A. Replacement of Street Light Capacitors
Mr. Fellrath indicated Motor City Electric found several defective capacitors
when asked to survey the lights. The manufacturer agreed we received a bad batch
of capacitors and they provided us with new capacitors of a different brand.
Half are now installed, with the remainder to be installed this week.
Mr. Anulewicz said the Township’s position is that this happened under the MDOT
contract and the Township does not expect to receive a bill from Motor City
Electric for installation.
B. Approval of 2007 Budget
Mr. Edwards reviewed the Amended 2006 and Recommended 2007 Budgets for the
Downtown Development Authority. He explained that revenue rose in 2006 primarily
because of the increase in valuation of the Ann Arbor/Haggerty Road property
when sold for the proposed shopping center. Also, Plastipak came in new
equipment in their formerly vacant facility and the tax millage rate rose.
Increases for the coming year depend on how potential development proceeds.
The DDA currently owes the Township approximately $959,000. Interest must be
paid on the money and a repayment schedule must be established. In the proposed
2007 budget, there is $125,000 recommended for repayment.

Recommended 2007 Budgets for the Plymouth Township Downtown Development
Authority as presented.

C. Approval of Invoices
Moved by Mrs. Ludtke, supported by Mr. Barone, to approve payment of the
invoices in the amount of $5,135.02.
Ayes all.
6. Public Comment
Mr. Reaume updated members on various construction projects, including the Sheldon Road underpass and the water tower construction.
7. Adjournment
Moved by Mr. Kolb, supported by Mrs. Ludtke, to adjourn the
meeting.
Ayes all.
